Time zones and daylight saving time
UTC as the reference
Coordinated Universal Time (UTC) is the standard all zones derive from, expressed as offsets such as UTC+1 or UTC−5. Zones are best identified with IANA database names like Europe/Madrid, because they include daylight saving rules.
Daylight saving time
In the European Union the change happens on the last Sunday of March and October. The same place moves from UTC+1 to UTC+2, so the difference with another city shifts for a few weeks if that city follows a different calendar (the US changes on other dates).
Scheduling international meetings
Always state the time zone next to the time and, if possible, share the time in UTC. Avoid dates close to clock changes, which cause the most confusion.
